Taming with Liger: Lightning Paw [Fox Spirit Beast]
Here is my video of the Lightning Paw tame + some useful info.
Seeing as how much information is now available I am only covering that which I see useful when searching for this evasive pet.
At first, we would go around using FLARE. Now that is not the case. FLARE is not needed unless you are hiding in a bush and want to let other hunters know you are there.
You only need a macro:
/tar lightning paw
/tame beast

Hunter Tracking + Flare
Track Hidden and Flare are not needed but are optional. Its up to you. If you use Track Hidden, however, it does have a very small search radius making somewhat useless if you camping a bush. If you are camping a bush, just have audio on to hear its stealth sound indicating it is there.

Pet Scaling:
This pet scales to your level when you tag/aggro it.
ANYONE LVL 17 AND HIGHER CAN TAME THIS FOX!!!!!!

SPAWN INFO:
"As others have stated, he seems to spawn in any of the bushes with blinking eyes. "
This is NO LONGER TRUE!
Now we pretty much know for a fact, LP tends to spawn at around 6/7 specific bushes. Mainly in 2 areas, ADDLE'S STEAD and RAVEN HILL CEMENTARY areas.
AT first, we believed his spawn timer to be 4-8hr. Now it is more towards a 2-6hr timer. Many say a minimum of 2, some say 3hr.

TIP:
If you are not camping a bush and just flying around each of the spawn points, make sure to go THRU the bush. Many have reported you won't know it is there until you pass thru the bush and hear the stealth sound.

ADDONS:
You really don't need any addons but there are a couple that can come in handy.
NPC SCAN/SILVERDRAGON
These rare NPC indicators sound off an alarm indicating you came across a rare npc. HOWEVER. they no longer trigger when the rare spawns nearby. They now only trigger if you happen to MOUSE OVER the rare in the first place.
Any map cordinate addon.
These addons are just to give you a point on the map of where you are and where your cursor on your map is. Also good for finding the bushes if you are not familiar to the area.
