Since the short lived Sui dynasty, China's canals have provided waterborne transport of goods for 2000 year. It's not sexy infrastructure like airports or bridges, but efficient transportation for a country with the third largest land mass and largest exporter is big business. Also consider getting goods to those 1.3 billion customers internally first. The expansion of historical canals and the building of new ones will decrease transport times and expenses. Despite all the rhetoric around Belt and Road and ghost cities, much of the canal building looks to have long lasting economic impact.
