So China cut rates in an effort to spur consumption? Call us skeptical. Rates, in particular, the 10 year have been falling for 18 months and while that has sapped yields on investments it hasn't led to an increase in consumer spending. In fact the reverse is happening as consumers get lower returns on everything from bank deposits to fixed term notes.
