I wish I knew where he came from or what his background was, but unfortunately that simply isn’t possible. He might just have been a lost pet someone gave up trying to find, so let this be a reminder to microchip your pets and get them spayed/neutered, too. The whole reason no one could take Bowie is because the system is overwhelmed, so make you pet easier to return to you if lost and prevent more lives from getting stuck in that system.
