Step by Step Tutorial:
1. Create a new layer & fill it with black. (alt / ctrl + backspace)
2. Filter - Noise - Add Noise, Amount around 100%, Gaussian, Monochromatic.
3. Filter - Blur - Motion Blur, Angle = rain direction you want, Distance around 40%.
4. Change Rain layer blending mode to Screen.
5. Ctrl + L, drag black pin and white pin to corner of the mountain, grey pin about middle will do.
6. Double click rain layer thumbnail, play around with Blend if, This Layer until you satify the result. (Hold alt to seperate pin.)
7. Filter - Blur - Gaussian Blur, Radius = 0.5px-1px.
8. Lower down the Opacity to make it better.
