Step by Step Tutorial:
1. Duplicate layer by Clicking Ctrl + J.
2. Filter - Pixelate - Mezzotint - Medium Line.
3. Filter - Blur - Radial Blur - Amount 100, Blur Method: Zoom, Quality: Best.
4. Duplicate layer again.
5. Filter - Distort - Twist - any number you like.
6. Go to original layer, Twist in opposite and same amount if degree.
7. Go duplicate layer, blending mode choose lighten.
8. Done!
