David delivers remarks during the historic lease signing that brings a four-year nursing program to Chula Vista’s New Millenia Library—marking a major milestone for higher education in South Bay San Diego.

In this speech, he highlights the voices of the community—teachers, public safety professionals, and nurses—and explains why expanding local access to higher education is critical for Chula Vista families. After years of doubt and setbacks, the city successfully partnered with San Diego State University to launch its first nursing degree program, set to begin this fall.

The project represents a $25 million investment in the facility and an additional $3 million to establish the School of Nursing program. What began as a different vision evolved into a powerful opportunity to meet workforce demand and serve future generations.

This milestone is just the beginning. Additional programs in psychology, public health (in partnership with UC San Diego), and degrees with CSU San Marcos are already expanding opportunities—all working alongside Southwestern College.

This is a defining moment for Chula Vista—and a first step toward a larger vision for accessible, local higher education.
