Discovered in my rain barrel in May of 2021, were two Belostomatidae, a family of freshwater hemipteran insects known as giant water bugs - also known as toe-biters, electric-light bugs, alligator ticks, or alligator fleas. I was bitten by one of these at the bottom of a pool when I was around 10 years old so I can testify that it is one of the most painful insect bites - Though technically it was a 'puncture' rather than a bite. Their syringe-like beak first injects a powerful saliva which begins to liquefy the victim's innards after which the water bug feasts on the juices like a Vampire. They are typically encountered in freshwater ponds, marshes and slow-flowing streams. They are a popular food in parts of Asia.
It is believed that the Chipmunk victim was attacked when it leaned in through the opening on top of the barrel lid to take a drink. These insects are well known for killing prey larger than themselves. There is also the more remote possibility that the Chipmunk was walking on the roof of the house in the gutter, and tripped into the downspout, but I doubt that.
