Roman tells Niko that he still does not have the money that he owes to Vlad. Roman tells Niko to go pick up a friend of his named Jermaine from Rotterdam Hill. When you pick up Jermaine he tells you to take him to Masterson Street.
When the two arrive at Masterson Street Jermaine says that there is a door which should not be open and moments later police show up and start to pursue you both. Loose the police.
Once you successfully evade the police Jermaine tells Niko to drop him off at Gibson Street outside of his Pay'n'Spray(a shop where Niko can take his car to get repainted and lose any authorities pursueing him).
