When Niko shows up at Comrades Vlad is on the phone with Mallorie. After the phone call Niko warns Vlad to stay away from her.
Vlad explains to Niko that after the incident at the China Shop (Mission #6 - Bull in a China Shop) there are more people who are refusing to pay their protection money.
Vlad tells Niko to go visit the owner of a laundromat over on Masterson Street and scare him into paying his protection money, very similar to the previous mission.
Drive to the laundromat and when the enter the owner will run out the back and flee in his van. Follow him out the back and steal the Sentinel parked nearby. Begin to chase the van.
After ramming the van a few times he will stop and a short cutscene will commence with Niko questioning the laundromat owner and warning him to pay Vlad his money. After the cutscene the mission is complete.
