Here's that classic garage sample (long and short version). Often called a siren but it's actually a sample of a 90's mobile phone, pitched down about an octave. The sound is made by modulating between two tones, around a minor 10th apart, using a square wave. I made my own version using Serum. That's the last one you hear. If anyone's interested, here's my version as WAV and a Serum preset.

I think i got about 60% of the way there, the tone isn't quite the same. I used one of the stock Serum noise samples, if one found a better (longer) sample, it would sound better. Also the tones are slightly different. I also EQ'd it a little in my DAW, Serum doesn't have a good enough EQ for that.
If anyone can improve the preset, let me know and i'll include a link to it.
Enjoy!
