This may seem idiotic at first glance, but very little is needed to work with paper at a pro level, and there is certainly no need of fancy tools to perform the basic actions to make pop-up books or cards. You'll need:
a cutting board,
a ruler,
a box cutter / utility knife you are comfortable with (more difficult to find than it appears!),
an embossing tool (or used screwdriver - like here - or a dried-up ball-point pen for example) to score / mark the folds,
one of your nails (preferably still attached to your finger) to fold properly,
and that's enough to mark, cut and fold.

Of course you'll need some glue too, and possibly some masking tape (like those for paint / construction works) to assemble folded and cut pieces, but that's about it. Very cheap and can be found pretty much anywhere.
