On Thursday, October 31, 2024, a Santa Monica Code Enforcement Officer issued a formal advisal to a street vendor at Santa Monica Beach. Santa Monica Police Officers were present during the advisal, emphasizing the city’s enforcement of regulations that prohibit vending within 100 feet of the Santa Monica Pier. According to city policy, vending is strictly forbidden on the Pier itself, and this restriction extends 100 feet from the Pier’s entrance and exits to ensure compliance. However, certain licensed vendors may operate within designated areas on the Pier under specific agreements.
Santa Monica has been a leader in regulated street vending, having launched a comprehensive permitting program over 30 years ago. Today, more than 150 vendors are authorized to operate legally throughout the city, adhering to standards that balance public health with economic opportunity. In 2018, California’s “Safe Sidewalk Vending Act” (SB 946) provided additional pathways for low-income and immigrant communities to enter the marketplace through sidewalk vending, which Santa Monica incorporated into its program. Within Santa Monica, all vendors are required to hold a city business license, and those selling on sidewalks must secure a sidewalk vending permit. Food vendors also need a Los Angeles County Department of Public Health permit, reflecting the city’s commitment to public safety and responsible commerce for micro-entrepreneurs.
