Sometimes the topic-statement asserts a general fact which can be made clear only by citing specific instances or examples of the fact.
A topic-statement like the following, "The parts and signs of goodness are many," clearly promises either an enumeration of these parts and signs (particulars and details) or a number of specific instances that will show what these "parts and signs" are.
