When gearing a champion that has many debuffs or aggressive skills, I aim for high accuracy to be certain to land debuffs. 300 ACC is a great place to start for near guaranteed landing of debuffs, until you get to late game. Then, because of Bellower's AOE attacks, focussing on getting his CRIT RATE to 100% and SPD to go sooner to debuff the enemies DEF, ATT, and SPD. I then decided to make him BULKY so he could last longer in battle and debuff more often, rather than going for big numbers but having him die often. My decision here was he'd be more of a pain to deal with if he didn't die, than using him a debuffer/nuke that could be easy targetted down. All of his debuffs are SOFT versions, but all debuffs add up, or can change how an opponent has to deal with your team. By focussing on his longevity, it makes him more of a nuisance than a quick problem.
