The more or less human faces were created by StyleGAN2, a generative neural network capable of generating unique more or less realistic human faces given any random input noise.
Developed by Nvidia Researchers and open sourced since February 2019.

StyleGAN2 was trying to find the input noise which will generate the face closest possible to the target image (Thomas The Tank Engine). However, it wasn't able to get to a contending solution.
The reason why is not very complicated: this StyleGAN2 was trained to generate human faces - not cartoon characters. If this network was able to produce a convincing look-a-like to Thomas The Tank Engine, the training process had failed.
Nevertheless StyleGAN2 managed to come to a horrifying and intidimating solution which is - luckily - very distinguishable from a real human.
In order to fit the target image as much as possible, StyleGAN2 set a lot of attributes to extremes - causing the inhuman look.
