Our story begins with the roundtable discussion of the major players in Liberty City. The focus is on Tommy Vercetti.
Tommy is now out of prison. Although he maintained his silence inside, Sonny thought he would be a problem for them once he was out. When he started appearing on the streets, people would recognize him, and things could get dangerous. Sonny's plan was to keep Tommy close, treating him like an old friend, and at the same time, keeping him occupied enough to stay away from the city. Because Vice City was like gold in these times.
Another name discussed at the table was the lawyer Ken Rosenberg. The chosen person for the dirty work is Ken Rosenberg. However, those at the table thought Ken Rosenberg wouldn't be able to control Tommy. Sonny, on the other hand, said there was no need for that. He mentioned that they had already released Tommy in Vice City and gave him some cash to start a new life. He believed the rest would come naturally.
Tommy and his men were welcomed by Ken Rosenberg at the Escobar International Airport. The person who would take Tommy to meet the hitmen for the drug delivery was the lawyer Ken Rosenberg.
Together, they went to Vice City's Docks. The delivery was supposed to take place there. However, it was a trap. An ambush had been set up at the meeting point. In the conflict, Harry and Lee from Tommy's crew were killed, but Tommy managed to escape at the last moment. Tommy and lawyer Ken Rosenberg quickly left the scene together.
Ken Rosenberg, shocked by the situation, was truly terrified. Tommy dropped him off at his office, telling him to get some rest. Tommy assured him that they would solve this later.
The money caught in the ambush belonged to Sonny. Tommy had to inform Sonny about the situation. He called him and explained that they were ambushed, couldn't get the goods, and lost the money as well. Sonny went crazy upon hearing this. In this situation, Tommy promised Sonny that he would retrieve both the money and the stolen goods. Sonny agreed, saying, "I trust you. I know you're not a fool. But also know that I'm not a fool. If it were someone else in your place, they would've been dead by now. I'm leaving the resolution of this situation to you."
And thus, Tommy Vercetti returned to action.
Tommy first went to the office of lawyer Ken Rosenberg. Ken Rosenberg was still in a state of madness due to fear. Tommy told him to calm down and explained the plan: "You find out who took the cocaine, and I'll take care of them. That's it."
After a moment of thought, Ken Rosenberg gave the name of the person who helped with the deal: Retired Colonel Juan Garcia Cortez.
He mentioned that Juan Garcia was currently hosting a party on his expensive yacht. Although Ken Rosenberg was invited to the party, he didn't want to leave his office due to fear. He asked Tommy to go to the party in his place. Tommy could gather information about the situation there, as all the big players in Vice City would be present.
Tommy was welcomed to the party by retired Colonel Juan Garcia Cortez. He asked if Tommy was the one replacing Ken Rosenberg. "Yes," Tommy replied. He explained that Ken Rosenberg was feeling a bit under the weather due to an unfortunate incident but assured that it wasn't anything serious. When asked about Tommy's well-being, he simply said, "I'm fine; I just want my merchandise back."
Juan Garcia mentioned that this situation was delicate, and he had initiated an investigation into the incident. However, it might take some time. He also had to attend to the other guests. Therefore, he called his daughter Mercedes to accompany Tommy. And so, Mercedes and Tommy met for the first time.
In this part, Mercedes introduced Tommy to the distinguished guests: "Congressman Alex Shrub and rising silicon star Candy Sux. Vice City Mambas' star BJ, Love Fist's lead singer Jez Torrent. Papa's right-hand man Gonzalez, priest Richards, and intellectual film director Steve Scott. And Ricardo Diaz... Mr. Cocaine..."
Mercedes was bored with the party and the guests. She asked Tommy to take her to the Pole Position club.
Tommy dropped Mercedes off at the club. And thus, the first part of our story concluded. Now, we move on to the second part. Enjoy the show!
