How to Create Selective Color in Lightroom - A photo with a selective color effect is an image that is made black and white with only certain objects in color.

There are several ways to create this effect. I like to use the Saturation sliders in the HSL panel and slide most of the colors to -100 and only leave the sliders where I want to retain color. Then to remove any remaining color, I go up to the Adjustment Brush and set the Saturation slider to -100 and brush out any other areas I want to be black and white. This further desaturates the image, making it monochrome except for the area I want to be in color.

This mono color effect doesn't look good on all photos. It can be nice when you want to emphasize a single object and de-emphasize the rest of the image. It often looks interesting on images with a colorful boat against water or with a single flower.
