Lesson 2 – CIPA Responsibilities
In this lesson you will understand the responsibilities of each member of the commission and how the internal structure of CIPA works.

📌 Responsibilities of the CIPA President
The president is appointed by the employer.
Among their main responsibilities are:
✔ Convening members for meetings
✔ Coordinating CIPA meetings
✔ Forwarding decisions to the employer and the SESMT (Occupational Safety and Health Service)
✔ Keeping the employer informed about the work
✔ Supervising the secretary's activities
✔ Delegating responsibilities to the vice-president
📌 Responsibilities of the Vice-President
The vice-president is chosen by the elected members (full and alternate members), and must be an elected full member.
Their responsibilities include:
✔ Performing tasks delegated by the president
✔ Replacing the president in cases of temporary absence or incapacity
📌 Joint Responsibilities (President and Vice-President)
These are shared responsibilities:
✔ Ensuring conditions for the functioning of the CIPA (Internal Commission for Accident Prevention)
✔ Coordinating and supervising the commission's activities
✔ Delegating responsibilities to members
✔ Promoting the relationship with the SESMT (Specialized Service in Occupational Safety and Medicine)
✔ Disseminating CIPA decisions to workers
✔ Establishing the electoral commission
📌 Responsibilities of the Secretary
The secretary is appointed by mutual agreement among the CIPA members.
They may or may not be a member of the commission (in which case, with the employer's agreement).
Main responsibilities:
✔ Attend meetings
✔ Draft and organize minutes
✔ Prepare correspondence
✔ Perform tasks assigned by the committee
📅 CIPA Operation
🔹 Ordinary Meetings
Must occur monthly
During normal company working hours
With minutes signed by those present
Must remain at the establishment available for inspection
🔹 Extraordinary Meetings
Must occur when:
✔ There is a report of a serious and imminent risk
✔ A serious or fatal accident occurs
✔ There is a request from one of the representatives
🔄 Replacements and Loss of Mandate
The titular member will lose their mandate when:
Absent from more than four ordinary meetings without justification
Other important situations:
✔ If there is no alternate, an extraordinary election must be held (with deadlines reduced by half)
✔ Permanent removal of the president: replacement within two business days
✔ Permanent removal of the vice-president: choice among the incumbents within two business days
