Here you can also see cat /5/6 cabling ran from the MDF to each unit, it all runs underground. So you will note that you can't run a PVC jacketed cable thru conduit underground this doesn't meet the cabling standards.
PVC jacketed cable is porous and only can be used in wall cavities roof spaces or tacked up under floors, as the water settles in conduit this will make it way thru the PVC sheath and cause the copper to corrode causing failures
