Reference means where the subordinate Court refers the case involving the questions of law to the High Court for the opinion on that matter. Reference is made to the High Court where it has a reasonable doubt during any suit appeal execution proceeding etc.
Review of judgment is the substantive power of review by the court mentioned in Section 114 of CPC. ... The power to review is conferred by law and inherent power to review vests in court only. A Government officer has no inherent power to review his/her orders
If we go to the literal meaning, “to revise” stands for “to look again” or “to look repeatedly at” or “to go through a matter carefully and correct where necessary”. The High Court has been empowered with the revisional jurisdiction under section 115 of the Code of Civil Procedure,1908.
