In this video, I'll briefly explain Google Ads ad rotation settings.
My ad rotation strategy and recommendation would be to set the ad rotation to rotate evenly for 30 days or so. There are mathematical formulas that you can use to determine if an ad is better than another in an ad group or collectively across multiple ad groups but it's usually much more work than the typical advertiser will want to embark on. Furthermore, most advertisers don't have enough budget to get enough data to be statistically significant (unless you're getting a ton of clicks for cheap).
