The answer is simple: REPORT! The Ministry of the Environment, Conservation & Parks (MECP) Spills Action Centre (SAC) is open 24/7 at 1-800-268-6060 and they'll let you know if your spill falls within any possible exemption (such as those listed under O.Reg. 675/98)
