A recent advertisement by the Union Public Service Commission (UPSC) to recruit 45 lateral entrants has ignited controversy. Lateral entry involves hiring individuals from outside traditional civil services (e.g., IAS, IPS, IRS) for senior and mid-level government roles such as Director, Joint Secretary, and Deputy Secretary. These positions are critical, with Joint Secretaries ranking third in departmental hierarchy and Directors ranking below them. Candidates typically come from diverse fields like the private sector, academia, or specialized areas, aiming to bring new perspectives and expertise to the bureaucracy. While lateral entry is not new—Dr. Manmohan Singh and Montek Singh Ahluwalia were notable examples—recently, under the NDA government, the process has become more transparent and organized through the UPSC, with three-year, performance-based contractual appointments.
