Extraordinarily bizarre! Rapid Asian numbers station 7725kHz

This video was also posted to Digg, and this comment was made:
"The voice sounds like a rapidly processing IVR voice "inaudible option....Dial 5.....inaudible option.....Dial 6" going through over and over. Not sure what it could be used for, almost certainly commercial."
This seems to point to the possibility that it could be some sort of malfunctioning telephone equipment, as this transmission doesn't follow typical numbers station formats. Still, it remains somewhat of a mystery...

Ignore the RTTY-sounding noise. I've noticed a few numbers stations are accompanied by RTTY, possibly trying to be hidden under beacons and such.
This has got to be the most weirdest, oddest, downright bizarre thing I've ever heard on shortwave so far.
What's going on underneath the data noise is what is of interest.
The 1.05 to 1.10 mark is probably the clearest to hear it when there's a pause in the data noise.
It sounds like an Asian numbers station being read in extremely quick succession - but how on earth could a human operator decode these numbers so quickly???
Unlike relatively pleasant sounding numbers stations like Mossad's E10, this is just quick, cut mechanized numbers being broadcast extremely quickly - and only lasting 5 minutes, so perhaps this is some sort of "burst" transmission.
