You want 'monthly loyalists for a high government rating' with a bad government? Look no further!
The amount of monthly loyalists due to a high government rating does not change, when you change taxes. I am pretty sure this is a bug, but it's still a bug that can be exploited. So, if you want to maximize your monthly loyalists regardless of a high government rating, you need to lower your taxes before changing the government. After waiting for a week, you can change taxes to your prefered level and still get all those juicy loyalists.
I will hand in a bug report, but enjoy the bug while you can. This is with the Sphere of Influence (SoI) Hotfix 1.7.3.
