Police Catch Him Harassing A Manatee At The Beach

Bodycam Footage - Officers of the Florida Fish and Wildlife Conservation Commission (FWC) were on patrol in uniform in a marked patrol utility task vehicle (UTV) in Collier County, Florida. At approximately 1435 hours, while driving down Delnor Wiggins beach, they noticed a subject petting a manatee in the swim zone. While observing the subject, the officers saw the subject also put their feet on the manatee while it was swimming, letting the manatee push them forward. The officers then drove to the waterline, and as they approached, the subject swam up quickly to them and got away from the manatee.
The officers then explained to [REDACTED] that what he was doing was harassment to the manatee by touching it and letting the manatee push him forward. An officer wrote [REDACTED] a notice to appear citation for 379.2431(2)(d):
“Except as may be authorized by the terms of a valid state permit issued pursuant to paragraph (c) or by the terms of a valid federal permit, it is unlawful for any person at any time, by any means, or in any manner intentionally or negligently to annoy, harass, or disturb or attempt to molest, harass, or disturb any manatee; injure or harm or attempt to injure or harm any manatee; capture or collect or attempt to capture or collect any manatee; pursue, hunt, wound, or kill or attempt to pursue, hunt, wound, or kill any manatee; or possess, literally or constructively, any manatee or any part of any manatee.”
