You may see the process of creating WinPE-based media with custom driver (in this example - Dell PERC H710 RAID Controller):
1. Install Bootable Media builder.
2. Install WinPE for Windows 10 (1803).
3. Download and extract required drivers.
4. Create WinPE media.
