Joseph Bertrand III is a complex character (who also looks Joe Biden but with some twisted irony) from inFAMOUS 2. Here’s a brief overview of his character:

Full Name: Joseph Bertrand III
Status: Deceased (no matter what karma)
Role: Secondary antagonist in inFAMOUS 2
Affiliations: Leader of the New Marais section of the First Sons (before it disbanded), founder and leader of the Militia, and creator of the Corrupted & Vermaak 88.

Background: Bertrand was a citizen and businessman in New Marais with deeply-held religious beliefs and a conviction in his own destiny. His family had considerable standing in the city’s history, and he played in the caverns beneath the city as a child.

Involvement with the First Sons: He joined the First Sons after learning about Conduits and became the head of operations in New Marais. He worked with Sebastian Wolfe (not be confused with Raymond from Second Son) on various projects. S. Wolfe worked on the ray sphere prototype, the RFI (that was the motif of inFAMOUS 2) and the main Transfer Device (which allowed Bertrand to transfer Kuo's powers to his Vermaak 88 mercenaries).

Personality: Bertrand was a deeply religious man who believed he was sent by God as a savior. His ultimate goal was to wipe out all Conduits by spreading fear and mistrust of them, which stemmed from his own transformation into a monster.

Demise & Legacy: His life ended after his true intentions and nature were exposed, leaving behind a legacy that affected the city of New Marais and its citizens. Despite failing to trigger the Conduit genocide himself, Cole used the RFI to kill the Beast and cure the Plague. The end result is that the majority (about 90% of the population) of Conduits on Earth, active or dormant, died. Seven years later, the Department of Unified Protection relabeled Conduits as Bioterrorists and began to round up or recruit all Bioterrorists, effectively accomplishing Bertrand's ultimate goal until Delsin chooses to defeat the DUP, therefore preventing an all-out war between Conduits and humans, in so preventing his dream from coming true.

Bertrand’s character is marked by his fanaticism, manipulation, and the tragic irony of his transformation, which contrasts with his initial desire to be a savior. His actions and their consequences play a significant role in the narrative of inFAMOUS 2. And in my opinion he's more of the main antagonist than the John White (aka the Beast). John literally could have been moved to a separate installment and I wouldn't care since his character is boring (will talk more about when his episode is live) and even John's boss fights are stale. However, we aren't here to talk about John 'The Beast' White so what am I missing oh yeah here are Bertrand's powers when he is in his human and 50 foot maggot forms.

Bertrand dubbing his monstrous form "Behemoth" references the Biblical Book of Job, Job 40:15-24, where the Behemoth is one of two mighty creatures (the other the sea monster Leviathan) that God describes His power over. Thematically, the role of Behemoth in the Book of Job matches Bertrand's perception of himself as a Conduit, a powerful and chaotic creature that is not itself good but is used to achieve God's ends.
