Celia Penderghast - inFAMOUS Conduit Stories
Celia Penderghast is the conduit from inFAMOUS Paper Trail DLC, for starters is the conduit that has the lowest amount of screen time compared to every conduit in the series. I provided her manga (in order) here so you don't have to go Sucker Punch webpage. It's going to be her own manga for a portion, so you don't see a chase on loop. Her manga is more evidence why Delsin Rowe, the Second Son protagonist, is canonically a hero because no matter what the visuals you see is how she viewed Delsin in canon.
Celia is represented by Hitori, later Saisei, the bunny in her own manga. Hitori is Japanese for "alone", while Saisei is Japanese for "rebirth, return to life". It is suggested through the manga she created, as well as her private emails with Augustine, she could have stopped Delsin's uprising if she truly wanted to, as well as prevented Augustine's capture. Also at the end of her manga, her counterpart, Saisei is depicted as transforming and gaining the same armor as Augustine's suggesting she may take over as the antagonist in a different installment, or attempt to fight the government who had been spying on Augustine during the events of Second Son, and attempted to get the DUP shut down.

Backstory:
Celia's parents are unknown, and she spent her early years in and out of foster homes before being adopted by a family. However, Celia's parents were killed when The Beast, a conduit with the ability to awaken other Conduits at the cost of human life, destroyed her hometown, causing Celia's paper-based abilities to awaken.
She was discovered alone once more by Brooke Augustine, a Conduit and soldier who was the sole survivor of her battalion that had been destroyed by The Beast. Celia followed Augustine through the lawless, chaotic city, thinking of her as a mother, as the majority of the population organized lynch mobs to eliminate the Conduits. Eventually, military order was restored, but the she got locked to "be safe".
During her time at Curdun Cay, Celia was subjected to a variety of DUP tests, which revealed that she possessed a great deal of untapped potential. She briefly became friends with Hank Daughtry, but the two were separated when the wardens discovered their relationship. Although she was technically an inmate, Celia maintained a close relationship with Augustine. However, after seven years, the DUP was on the verge of being disbanded, its own success in capturing the Conduits about to be its downfall. To avoid this, Augustine devised a plan to free the loyal Celia so that she could serve as Augstine's agent in Seattle. Celia's escape was facilitated by the murder of a young security guard named Naomi.Celia duped Naomi into her detention cell by pretending to be injured, then killed and disfigured the security guard's face, transforming her into a cover-up corpse. With Augustine ruling out "Celia's" death as a suicide, the real Celia was free to leave Curdun Cay as Naomi. Celia's release from the detention facility coincided with the transfer of three other Conduits: Ceila's old friend Hank, Abigail Walker, and Eugene Sims into military custody. Augustine was confident that Hank, known for his numerous escape attempts at Curdun Cay, would try to sabotage the voyage, putting her plan into action.
When Celia arrived in Seattle, she began the murder spree against anti-conduit officials and government officials, causing chaos in the city. To avoid being discovered, Celia deliberately orchestrated the murders to resemble the work of her fellow Conduits Henry, Eugene, and Abigail. She was captivated by the way Delsin's actions impacted Seattle's people and was astonished by his dedication. On her mission, she corresponded with Augustine under the pseudonym of 'Saisei'. As Delsin's presence in the city grew, Celia's admiration for Augustine, who had chosen a method she considered cowardly, waned, and she went off on her own. Delsin was contacted directly by her, and she showed him various documents that explained the DUP's deception and the background of the people she'd killed.After Augustine's downfall, Celia led Delsin to the abandoned DUP tower, where she showed him how he had changed her perspective on Augustine and the DUP. She thanked Delsin for making her realize that Conduits needed to take their freedom by force, instead of giving them their freedom. The final origami dove was left behind by Celia, who denied Delsin a confrontation because she believed he wanted a fight and she couldn't satisfy his lust.
