If he were to be in love with someone it would probably be Annie or Mikasa. However Annie has more of a chance since both (her and Eren) of them are similar in strength and Annie is only one position above Eren in 104th Trainee ranking where Eren takes place 5th and Annie 4th.
I say Annie would be more of somone for Eren to fall in love for because Annie has previously shown a soft spot for Eren in the past. Annie has also shared her close combat fight technique and also, before Annie was about to be captured, Eren hesitated capturing her, when he saw her crying, which allowed Annie to form a crystallised cucoon around her.
Mikasa is more of an elder sister/mother type figure for Eren. Mikasa though has evident feelings for Eren, Eren does not think or see her in the same way. Eren feels far behind Mikasa as she took the top spot in ranking and is always being saved by her and the others when in critical, dangerous situations.
Eren feels, Mikasa, sort of puts him down by showing her far better skills and strength. You could even go to the extent that he feels jealous of her in a way or despises her superiority over him.
Historia, is a cute, soft, gentle character which anyone would fall head over heels for. However, Eren has shown no sign of developing feelings towards her and neither has Historia. Historia already acknowledges Mikasa's over protective behaviour towards Eren hence even if she did end up falling in love with Eren she would never confess in fear of Mikasa. You could see that when Historia and Eren were making their way back to camp until Mikasa arrived giving Historia a glare which made her jump and caused her to apologise for spending time with Eren.
If you were to ask my opinion, I believe Annie would be the perfect candidate for Eren’s girlfriend. Since both of them heavily similar and both are weak in their own ways. (Only if Mikasa allows it though)
I believe Mikasa deserves someone way better than Eren. Jean is worse. For Mikasa I believe there is no better candidate for her. Levi I would choose but hes far too old and short. Though pyschologically and in terms of intelligence, strength..ect. They would fit.
Historia would be perfect with Armin. (Blondies Unite)
