THINK ABOUT SUSTAINABILITY FROM THE INCIDENT AT DAHKA

1,134 dead and more than 2,500 severely injured. Casualties of this scale are rare even in war these days, but this is the number of victims in the collapse of the eight-story “Rana Plaza” building in Savar, a town located 20 km northwest of Dhaka, Bangladesh, on April 24, 2013. It is recorded as the world’s deadliest accident related to a single building collapse. The building was a commercial complex that contained garment factories, apartments, shops, and a bank.



The vibrations of four large generators installed illegally on the upper floors, as well as of thousands of sewing machines operating in garment factories that were occupying the building, were identified as the cause. However, there was a more fundamental failure: the building’s fifth floor and up had been built illegally. Moreover, an employee found a crack in the wall the day before the collapse and reported it to the police, who then advised the managers to temporarily vacate the building while they conducted an inspection; the building owner and factory managers ignored this warning. Not only that, some of them threatened workers to show up the next morning or they might be fired. 死者1134人、重軽傷者2500人以上。昨今、戦争でも一度にこれだけの犠牲者が出ることは滅多にないが、これはバングラデシュの首都ダッカの北西約20㎞のサバールという街にあった、縫製工場や銀行・商店などが入居していた8階建ての商業ビル「ラナ・プラザ」が崩落した事故で犠牲となった人の数である。単一のビル崩壊事故による人的被害としては史上最悪となってしまった。



事故発生は、2013年4月24日。ビルの上層階に違法に据えられた4台の大型発電機と、ひしめくように入居していた縫製工場で稼働していた、数千台のミシンの振動が原因だとされたが、もともとこのビルの5階から上は違法に増築されたものであった。しかも、前日には従業員によって壁の亀裂が発見され、通報を受けた警察は、検査のためビルから一時退去するよう勧告していたにも関わらず、ビルのオーナーや工場経営者はこれを無視した。そればかりか、従業員に対して、「通常通り出勤しない場合は解雇もあり得る」などと圧力までかけたという。このオーナーらは28日までに逮捕され、監督官庁の職員も含め、計41人が殺人罪で訴追された。また、このビルばかりではなく、バングラデシュの縫製工場で働く人々が、きわめて劣悪な条件と危険な環境で働かされていることが広く知れ渡り、同国に事業展開していた、スウェーデンのH&Mや米国のGAP、スペインのZaraといった大手アパレルが資金を拠出して、工場の安全性や労働条件を監視する機関を起ち上げた。そして地元消防機関とも連携し、多くの工場の立ち入り調査を実施したのである。この結果、かなりの改善が見られたのだが、事故後6年を経過した今年4月から、機関の閉鎖が相次いで取り沙汰され始めた。これでは遠からず、事故前の状況に逆戻りか、下手をするとさらに悪化するのではないか、と危惧する声も聞かれる。その理由は単一ではないが、同国の政財界に強い影響力を持つBGMEA(バングラデシュ縫製品製造・輸出協会)という組織が、こうした国際機関の閉鎖を強く望み、営業妨害などの口実で訴訟を乱発していることは、大きな要因だと指摘されている。...read more at www.teller-s.com
