Ian presents some ideas for enabling W3C to manage strategically significant technical discussions in a more systematic way. For a large topic such as Artificial Intelligence, the staff would publish a framing document to build a shared narrative about how the topic will create risks for the Web, and possibly opportunities for enhancements. After wide review, especially from existing communities within W3C focused on accessibility, privacy, security, internationalization, and Web architecture, the framing document and associated discussion would ideally culminate in a roadmap for new work.
