Update 2020-02-17: As of Lightroom 9.2, Adobe has changed the way development defaults are done. While this doesn't affect how to determine what sharpening and noise reduction settings you should use, it does affect how you save them to defaults. I'm currently working on putting together a video to cover the new defaults process, as it's now somewhat more complicated.
