This requires you to have been to Fountainhead Palace and defeated the Divine Dragon.
Travel to Ashina Outskirts - Outskirts Wall Stairway.
(you can get here via Ashina Castle Old Grave idol, and travel across the bridge)
Quickly kill the 5 shinobi near by, each kill gives you 662xp totaling at 3310xp.
This only takes around 45 seconds to do, resulting in up to 265k xp per hour!
