Quick tutorial:
(1) create a niagara system with empty emitter. then use mesh particles, spawn them inside a sphere and apply curl noise and drag. that's basically it.
(2) to add some "bling bling", use volumetric exponential height fog and place a point light in the center of the "swarm".
(3) in the camera settings, you can use an opened aperture, and apply convolutional bloom.
(4) use movie render queue with the "antialiasing" and "game overrides" options enabled to achieve "cinematic" quality.
