I was going to recommend using a delve exclusive drop as a starting point in a crafting video then discovered they were MUCH more expensive than I thought. If you Delve a lot - especially past 250 - you'll probably find these occasionally.
ilvl83 Hubris Circlets with "10% of physical damage from hits taken as chaos damage" are currently 150+ divines fractured and 23+ divines unfractured (barring what looks like two bad faith listings). Bringing attention to them may well lower the price, but they are so good they'll likely retain a decent value.
These helmets are incredible on Chaos Inoculation characters, which are outright immune to chaos damage. Fractured ones can be rolled with fossils to get 350+ energy shield on top of the massive physical damage mitigation. Non-fractured ones can be hit with Fracturing Orbs and that's probably the best use for them.
These helmets aren't common but they aren't rare enough to justify that price. Hubris Circlets are a little more than 2% of all helmet drops and you often get 2 helmets with the phys to chaos mod from a Delve "Contains Chaos Items" node - which is not close to being one of the rarest nodes in Delve.
Good luck finding these. I believe the non-fractured ones to be the most common Doctor-tier valued item in the game, excluding drops from high entry fee content (like Ashes of the Stars).
Want a budget alternative to these for use on CI characters? Solaris Circlets are the most common helmet base in game at something like 8% of all helmet drops, so you can use one of those with the mod.
Hubris Circlets are, however, much better.
Source for the "about 1 in 50 helmets gamewide is a Hubris circlet" claim: https://docs.google.com/spreadsheets/... - this is a best fit curve applied to old datamined data. The datamined data was from way back (patch 1.2.0.4, ten years ago) but has been empirically tested in 3.18 and was still accurate then.
