Electric Vehicle Design, Development and Testing: NICER E-Mobility and ePUB Projects

Part of the efforts of the Philippines in addressing the challenges of climate change is the introduction of the Electric Vehicle Industry Development Act (EVIDA). It sets the framework for the development and regulation of electric vehicles (EVs) in the country.
Complementing EVIDA, the Department of Science and Technology (DOST) has launched the Niche Centers in the Regions for R&D (NICER) Program. Through this program, the Electromobility Research and Development Center was established in Cagayan in 2019, a collaborative effort between Cagayan State University (CSU) and University of the Philippines Diliman (UP Diliman). As part of the NICER Program, DOST has supported the development of locally manufactured electric tricycles (e-trikes). UP Diliman focused on developing the electrical and electronics (E&E) systems of the e-trike, which include the vehicle control unit (VCU), battery management system (BMS), and motor controller (MC). These components underwent a rigorous process from design to testing, including simulation and pre-certification testing, particularly electromagnetic compatibility (EMC) testing using the facilities of the Electronics Product Development Center (EPDC) of DOST. The assembled e-trikes were also tested and pre-certified according to Philippine National Standards (PNS). Three e-trike units were deployed in Quirino State University, Batanes State University, and Nueva Vizcaya State University for further testing.
Building on the success of the e-trike project, DOST has moved forward with research efforts focused on the conversion of public utility buses to electric. This project is also a collaborative effort between UP Diliman and CSU, with UP Diliman tasked with developing the E&E system once again.
The overarching goal of these projects is to contribute to the realization of a sustainable and greener public transportation system in the Philippines. By promoting the use of electric vehicles, the initiatives are helping to reduce greenhouse gas emissions, decrease reliance on fossil fuels, and support the country’s climate change mitigation goals.
As part of the National Electrical, Electronics and Computer Engineering Conference (NEECECON 2024), this technical session is organized by the UP Electrical and Electronics Engineering Institute with the theme "National Development through Sustainable Industrialization."
NEECECON 2024 is co-located with the Advanced Science, Technology, and Innovation Convention (ASTICON) 2024, held from 18 to 19 July 2024 at the Novotel Manila Araneta City in Quezon City.
ASTICON 2024 showcased DOST-ASTI and UP EEEI's pioneering contributions to the ICT landscape while celebrating the partnerships that drive technological advancement and societal progress in the country.
