Defense Contract Management Agency (DCMA) created a schedule assessment that is a guideline to determine if your schedule can be used as a management tool. There are 14 points of measurements. The tenth metric is looking at resources. Using resources is usually where people stop in their schedules. It can mess up a schedule, and people fear them. But they open up a lot of capabilities! This metric is an open-ended metric. If you are using metrics, you need to commit to it.
