In the Top Sheet of a Budget, that is 20-60 pages long, which is the summarization of the 19-59 detailed pages, there is a sheet, that is the first page, that is titled MOVIE BUDGET, is also called the "Top Sheet" or "One-Sheet" Budget.
On this piece of paper ("one sheet") there are between 35-45 line items (Script, Cast, Film, Lab, Camera, Crew, Actors, Script, Props, Wardrobe, Travel, Locations, Edit, etc.) but the first four line-items are always the same.
1) PRODUCER
2) WRITER (Script)
3) DIRECTOR
4) ACTORS (Cast)
Then a thick line is drawn across the entire page. "This is the LINE". Now when you hear "Above-The-Line, people are referring to Producers, Writers, Directors & Actors (sometimes called your creative elements). Then below that line, the remaining 31-41 Line Items (Film, Lab, Camera, Crew, etc) are referred to as the "Below-The-Line" items.
The 4 Above-The-Line items are many times associated with guilds.
