Common Methods to Flash HEX Files
Keil µVision: Allows downloading HEX files to Flash ROM for ARM-based devices.
XLoader (for Arduino): A popular, free GUI tool to upload .hex files to Arduino boards without needing the Arduino IDE.
AVRDUDE (Command Line): A command-line utility often used for AVR microcontrollers.
STM32CubeProgrammer: Used for STM32 microcontrollers, allowing users to flash via USB, UART, or ST-Link.

General Steps for Flashing
