Working demonstration in survival, with explanation in creative: the test setup in survival sends the signal 24 chunks out & back; quick estimate is ~64 chunks in 6 seconds (in the overworld) - so not fit for it's hoped-for purpose of fast long-distance redstone signaling.
You need to use unstackable items for this to work as shown - otherwise you won't get a high enough signal strength from the hoppers (I used stone swords here because they're cheap).
It would take ~5 shulkers of obsidian to get the signal to spawn & back from the new perimeter - would take a while to build, but it's manageable.
