Steps to make a heart photo card collage in Photoshop:
1. Create a new document.
Choose File-New (Ctrl+N).
Type a name in the Name field and enter the following information:
Width 3000 pixels, Height 2000 pixels, Resolution 300 Pixels/Inch,
Color Mode RGB color, and Background contents White.

2. Show the Grid.
Choose View-Show-Grid.
Choose View-Snap and then choose View-Snap to-Grid, to enabling snaping.
Open up the grid preferences, choose Edit-Preferences-Guides, Grid & Slices.
Set the “Gridline every” option to be 500 pixels and “Subdivisions” option to be 1.

3. Draw rectangle-shaped.
Grab the Rectangle tool.
Make sure Shape is chosen then choose shape color.
To draw a rectangle-shaped, click-drag away from the starting point.
Resize and reposition your rectangle-shaped layer using the Move tool.
Draw another rectangle-shaped or just duplicating the existing rectangle shape using Ctrl+J
and then repositioning it using the Move tool.
Duplicate the rectangle shape layer as many as you want and then arranged it all to your satisfaction.

4. Draw Heart-Shaped.
Grab the Custom Shape tool.
Make sure Shape is chosen then choose shape color.
Enter a value for the stroke size and select a heart shape from the Custom Shape pop-up panel.
To draw a Heart-Shaped, click-drag away from the starting point.
Arranged all shapes to your satisfaction.

5. Save File As Template.
Choose File-Save (Ctrl+S) to save your project file as a template for later use.

6. Insert image.
Select the layer to which you want to insert an image.
Choose File-Place to open the image you'd like to insert.
Click on the image then click OK.
Create a Clipping Mask.
You must stack the image layer above the Rectangle layer.
Click the image's layer to be clipped,
then choose Layer-Create Clipping Mask (Alt+Ctrl+G).

7. Insert other images.
Repeat previous steps open and manipulate each images you'd like to insert.
