Steps to make a miniature effect in Photoshop:
1. Duplicate layer.
Press Ctrl+J (or Layer-Duplicate Layer).
2. Apply Tilt-Shift filter.
Select Filter- Blur- Tilt-Shift.
3. Adjust Blur level.
Adjust the amount of blur you want.
4. Adjust the Focus Lens.
Click-drag on the lens focus dot.
5. Adjust Hue/Saturation.
Click the icon Adjustment Hue / Saturation (or Layer-New Adjustment Layer-Hue/Saturation).
Drag the Saturation slider slightly to the right.
