Step 1: First, download the Windows 98 FE ISO file to your host PC. I recommend that you download it from a reliable source. Plus, you can access it directly using the below link.

Step 2: Then launch the Oracle software. Then, click on the New icon from the Virtualbox tool menu. In this way, you will launch the new virtual machine wizard.
Step 3: In the following stage, fill in the "Name and Operating System" info. Enter "Windows98" as the name. Also, check the type and version settings. Update the Machine Folder if you want to store it in a different location. You can choose your external HDD, SSD, or NVMe device.
Step 4: In the Memory Size setting, set the maximum RAM value. Picking 1 GB RAM is best for good performance. Also, please don't go over this value to keep it stable.
Step 5: Create a new disk in the Hard Disk window. If there is an existing virtual disk, you can use the "Add an existing virtual HDD" option. But, to make a clean setup, I prefer to create a new disk.
Step 6: Choose the "VDI" format in your Hard Disk setting. This is the best option for Oracle VM VirtualBox. Other disk types are made for different virtualization programs.
Step 7: First, click on the folder icon to specify the file location. Then, select the folder you made. Also, you must set the capacity of the vdisk to 2 GB.
Step 8: After making the VM, go to the Settings menu. Now, put in the Windows 98 First Edition ISO media. Then, set up other virtual hardware options.
Step 9: VirtualBox has some problems with Windows 9x. So, it can't work with real hardware. Also, the Shared Clipboard and Drag-and-Drop features don't work. But there are video guides for screen size and color settings.
Step 10: Open System/Motherboard settings and choose Optical as the first boot device. Also, check that the Floppy device is turned off.
Step 11: Turn on I/O APIC to set up more virtual processors. Then, you can add more virtual CPUs.
Step 12: Make sure to enable the IDE controller I/O Cache. Also, configure the Windows98.vdi file as SSD. Finally, click the DVD icon and insert the Windows ISO file.
Step 13: Hit the "Start" to start the Windows 98 FE installation. Then, install the display and USB 2.0 drivers. Moreover, you can learn the details by watching the full video tutorial.
