A body is said to be in Rest if it Does not Change its Position according to the Observers
And a Body is in motion if it Changes its Position according to Observers
Rest and Motion are Relative terms i.e these are Relative to each other means that a Body cannot be at Rest or Absolute rest because nothing in the universe is at Rest.
