Google’s John Mueller Changing Image URLs will affect rankings in image search. Changing IMG URLs are going to impact a lot of traffic if you are getting a lot of hits from Google Images.
A solution is setting up 301 redirects for old images to new images to forward the ranking signals.
Avoid doing this as much as possible or ad the redirect if you have to do it.

Google’s John Mueller said a well-optimized site would not rank without good content. Do not be so focused on Technical SEO without creating content that is especially useful to the users.
His recommendation is thinking about what issues customer are having and provide answers to these questions. Also, be open to feedback from other webmasters in the Google Search console forum. Finally, some niches have stronger competition than others. A technically well-optimized site with great content will still face challenges with overcoming competition who have been at it longer.

Mobile usability is NOT related to Mobile first indexing. If your site is not passing the new Google Mobile-First indexing; it is going to be moved onto the new index despite not giving the mobile usability test.
The mobile usability of your site is separate from the mobile-first index of your site. Even if your pages are not considered usable by the indexing, they are still moving over.
Google said, they crawl PDFs and even though they experience on mobile is terrible. It can still be rendered and displayed because it is relevant to the search result.
