The current, total X Press Count is 70. This IS an improvement; this improves upon the previous 1 X press strategy ( • Moonlight Rendezvous 1x X Press [OUTDATED] ), lowering the Total X Press Count from 71 to 70. The improvement can be found at the gate near the end of the job.

It's faster and better paced because I fast-forwarded through Sly and Neyla's conversation, I optimized some miscellaneous movement (especially using the car proxy), and at 0:52 I let the rat guard knock Sly onto the car, letting him use the bounce pad, cutting the long, barely possible run up to Neyla found in the previous video.
It's smoother because whenever I'm not doing some trick, I'm focused on keeping the camera on Neyla so that you always know where she is. I'm quite proud of my camera work.
It looks better because I used higher quality graphical and video capturing settings than I did over 6 months ago. The clarity's effect is clear.
Most importantly, this strategy saves the one and only X press I left in the original strategy. Previously I simply used the knockback from damage alone to get Sly onto the car but had to use a jump to fully clear the fence. Here, I use the rat guard's baton attack to both hit Sly and pin him to the adjacent wall, pushing him outward in combination with the knockback from the hit. This gives him enough height to land directly on the fence, avoiding all use of the X button.
I planned on releasing this with an Operation Thunder Beak 0x X Presses video, but progress on it has come to a halt due to a malfunction in my save-states (they all got ruined by Sly 2's autosave!) which has caused me to restart the whole video from the start. With spring break having just begun, I plan on making a lot of progress on the video—if not release it—by the end of next week.
