Strangely this video never made it onto YouTube. Back when I would collect weather radios, I would always listen to the weather broadcast during severe weather events since it would be common for the alert system for KIG63, or the National Weather Service in Grand Rapids, to meltdown. Malfunctions with relaying alerts or regular broadcasting after Required Weekly Tests weren't common, but not rare.

This is an example of one of these meltdowns. This voice is normally only heard when the station ID and current time is announced at the end of each broadcast. This is the first and only time I have heard the Perfect Paul voice read off a weather alert.

This was a big case for upgrading the NOAA Weather Radio service from the old CRS system, to the new BHM system, which includes a new voice. While some problems have occurred from its inception, the quality of the broadcast and stability has significantly improved.
