Definition:
The ratio of Laplace Transform of the output response to Laplace transform of input (excitation) provide that all initial conditions are zero.

Procedure for finding transfer function for electrical circuit
Draw the given network in s domain with L replaced by sL and C replaced by 1/sC

Replace all sources that are time variables with their Laplace Transform, i.e. v(t) by V(s) and i(t) by I(s).

Use KVL and KCL to write network equations.

Solve simultaneous equations for output.
